I did a study on some possible civil engineering impacts related to gauge, curve radius (degree of curvature), super-elevation and so forth.
The relationships are complex but basically, the speed of a locomotive is based on both the steaming power of the locomotive, driver diameter, rod throw eccentric, etc. AND the engineering on the railroad (track geometry).
The track geometry discussion was published in Live Steam Magazine and then in my book "Civil Engineering for Outdoor Railroads Vol 1."
