Right, but look at the wording. In all Tile 49 CFR's (Code of Federal Regulations, Transportation), that is the requirement to have a headlight at night (sunset to sunrise). As was said elsewhere, practice before 1956 varied with each railroad. But I haven't found an electronic copy of the 1956 CFR's, just a reference to that year.
