Based on fragmentary evidence, before the FRA regulation apparently different roads had different policies. I have seen and heard evidence that some roads did not turn headlights on during day, and some did. This has been a bit of an issue on photo charters, since some folks want headlights on, some want them off. While some of that issue is related to prototypical operation, another issue is headlights cause a problem with autofocus. I grew up on the SP and they always not only had a headlight on in the direction of movement, but many of GS class 4-8-4 (Daylight) locomotives had a gyro light to improve their visibility to folks up ahead (and many of the early SP diesels had gyro lights, the famous SP full light package).
