It makes a big difference. Knocking someone out of the way to save their life is heroism. Kicking someone in the head to “teach them a lesson” is criminal assault.

You are joking, right ? "Criminal Assault" ? Under what authority ? Last I checked, Peru was well outside the city limits of San Francisco, Berkeley, Boulder, or Obamaville.
I suppose those guys setting roadside bombs in Afghanistan are "disturbing the peace". The same ones we'd cut in half with a 240bravo or 50. Yeah ....
