While rebuilding the SVRR No. 19 we did not find any evidence of (holes in the deck or extra parts) that would indicate that it had a air operated flanger mounted on the pilot. I checked the No. 20 and using that as a "sample", then I checked the No. 19 before we took the front deck off and did not find the same hole pattern on the front deck.
If it had a flanger, then maybe the deck was replaced at the same time the air cyclinder was taken off??
When I talk to J.D. True about the wear on the tires of the No. 20, he said that the No. 20 was used almost exclusively on the rotary toward the end. He told me that almost all of the wear was due to pushing the rotary. I hope this helps.
