Keep in mind that the tracks are narrow gauge so a locomotive would fill the tunnel. The brakemen, riding the tops of the cars, would have to lay down on the tops of the boxcars, wth the smoke, not being able to set handbrakes until the train left the tunnel. Hopefully the airbrakes would hold until then. (Setting hand brakes would lock the brakes into position so that if the air leaked out the brakes would still be applied.)
BTW, when were these photos taken?
