I FOUND IT!!!

This was almost more research than the diesels themselves. Brian got the provenance and Kathy McCardwell at the CRRM Richardson Library gave me the key words "Toltec Gorge District Alignment" I googled it and got the Book:

So we can say the originals were done in Czechoslovakia circa 1888 and published throughout the world (Kathy found it in Coda. 30# rails, 1956) and it appears in this book and its subsequent revisions of 1900 et al.
