As I understand it, OM is mechanically in pretty good shape. The problem is mainly with it's frame and body which are majorly rotted out.
As for returning it to operation, it is a soak and therefore much less efficient than OY. If it is put back in operable condition, it would probably be as a backup for OY or specifically for railfans rather than as a alternative to OY.
