You are betting that the states are going to have money to burn (Pun intended) when the cost of the total mismanagement of the Colorado Forests has to be paid. Colorado has already let us know loud and clear that money for the CTSRR is not going to be very likely in the future. New Mexico is not much better off.
I've been slammed before for saying this, but I get really hacked with people who are not at ground zero, telling us about how it really is, and the 'silver lining' remark is especially galling.
