Silver lining long-term?

You know, perhaps shutting the C&TS down and hurting the towns so badly will have positive long-term effect.
IE - when the railroad (and hopefully the towns as well) seek funding for the C&TS from here, on, they can point to this time as an example of just how important the railroad is. Handled appropriately, might this not be used to leverage better funding get locomotive, track and car restoration moving along at a better pace?
