Looks like CTSMC monthly fee was $7,500 starting in April 2008, with an annual increase of 3%. There were several incentive goals (ridership increases, safety goals, etc.) that had a potential to max out at $55,000 a year -- obviously much less than the potential ridership incentives in HRM arrangement. I agree with JBWX about the nature and scale of the fees and incentives for HRM.
