A couple of obvious questions come to mind. How much did CTSMC get paid, and how does that compare with HRM's base and what they can earn in incentives if say ridership reaches say 2000 levels. It also is unclear to me how photo charter ridership/revenue fits into the incentive scheme. But net net I think HRM's compensation is pretty reasonable, perhaps even a bargain for the Commission, and the incentives are in the right place.
