It was not the Utah railway. It was a scrapper that was run by a couple of lawyers in Salt Lake; they still run the portion of the line from Ontario Oregon over toward Vale and they called that the "Wyoming and Colorado" even though it was in Oregon. They still run an excursion line in Arizona, the Verde Canyon line.
They ran the line for about 5 years, running excursions from Laramie to Foxpark. In the mid 1990's the lumber mill at Walden closed for good and that was the only paying freight customer. They abandoned the line from Walden to Wyocolo (State Line) first, then abandoned the remainder in about 1997. For several years, the rail was stacked in huge stacks on the west side of Laramie, I assume waiting for the cost of scrap to increase or else for them to locate a buyer for the rail.
