Mr Miller did get the deal made, the ICC wouldn't let it go thru.

Miller's company, the DL&A, had a deal with C&S, the other company, belonging to a Mr W.C. Johnstone, didn't. ICC turned 'em both down at the recommendation of the Colorado PUC.
As to the "Miller cars" converted to work service, _Silver San Juan_ lists:
