The California State Railroad Museum Library has available the Baldwin Locomotive Works drawings for the Radley Hunter stack. Eureka uses this type stack.

Baldwin usually made one drawing that had a key on it to various different sizes.

If you contact them they will copy the drawing for you for a modest fee. It is probably located in their collection of drawings for the Sonoma which is, like Eureka, a Baldwin class 8 18C.
