I'm not sure it's in the best interest of the railroad to be too narrowly focused on Lobato. There may be economies of scale and other aspects of the two bridge's repairs and upgrades which may be technically and financially tightly coupled. Maybe, maybe not, but it sure can't hurt to study the inspection report very carefully.
