Chains are attached to a bellcrank by two levers. The bellcrank is a long rod running across to the frame rails. A third lever is actuated by a cable that runs back to a Pierce Arrow brake lever (no. 7) that pulls the third lever back raising the blades. Moving the brake lever foward lets the blades drop by their own weight. Brake lever has detents to allow the blades to set at different heights. The flanger blades are hinged at the bottom of the pilot. Very basic engineering by the Ridgway shop.
