Assume you are asking about the 1904 cars and not the original 3000's built in 1880 (2351 through 3060)and 1881(3100 through 3765)

Rio Grande documents indicate that the #3000's were ordered from AC&F in
1903 and the valuation cards indicate February 1904 delivery. Original cost shown on the cards, indicate they cost $708.50 each.

U. S. Safety Appliances were installed from around 1912 to up around 1914 and perhaps a bit later. Their installation cost a huge $24.22 per car.
