I think so. Coming up from the west, hang a left at Tunnel Gulch and a 4 mile (or a little less)tunnel would bring you out on the other (east side) tunnel Gulch, all at only about 10,800 feet or so. That would be well below timber line and off the slopes that caused so much problem (Hancock-Atlantic being the worst by far) on the east side. West side was never that much of a problem.
Actually, I've always wondered what some good, solid steel reinforced concrete snow/slide sheds and some better drainage might have done for the original line...
