In the early plans I've seen the railroad used what looked like it might have been cast iron stacks,with what I'd call "chicken coop" ventilation structures. Later photos show those squarish jacks and the chicken coops. Maybe they were pigeon coops 
I wonder what they did at the time Ernie Robart's pictures were taken. there seems to be nothing providing for the removal of large volumes of smoke.
