Now, I dunno about railroad tunnels, but for mining there sure was. My Grandmother (life long resident of Durango, daughter of Hugh Burliegh) told me that the Idarado (spelling?) Mine north of Silverton was able to go through to Telluride, though there was diffrent levels that you would have to navigate to get all the way through
