Charlie,
Panel track would be a tough way to go on a steel trestle like Lobato. Typically, bridge ties are dapped (or notched) to slip over the tops of the two steel stringers. Then once you have laid all the bridge ties, your surveyor will located centerline of track to make sure you are locating the line side of the first rail so as to get the track truly centered on the structure. Guard rails, hook bolts and spacing straps and the walkway would round out the materials that get installed on an open deck bridge.
Can anyone confirm if dapped bridge ties are/were standard on the D&RGW NG system?
