Video Editing Help

Greetings All,
Being home-bound like just about everyone else, I have decided to embark on a video project involving some of my C&TS media that has been fermenting in the back of my mind for some time. In particular, I need the capability to cue images to precise locations in the sound track, as well as implementing properly formatted text overlays. Needless to say, iMovie is not up to this task - I tried - so I am appealing to those among you with considerable experience in these things to recommend a good video editing software package. I don't plan to make a major hobby of this - I only have the one video in mind at this time - so I don't want to fork out a lot of money if I don't have to.
