Silver Plume Enginehouse question

For all you that either worked on the loop or just know anything, I was wondering what are the Silver Plume "Shops" limits when it comes to restoring a locomotive. I notice that they pretty much tore apart the 12 and rebuilt it and if they could do this why couldn't they rebuild the 111, 9, and 74 there. I understand new parts would have to been fabricated but what was the reason for the CHS sending these Locomotives away? Is the Silver Plume enginehouse not equipped to do major restorations, or was there just not enough room?
