#4 was fired years ago w/o problems. Then an expensive boiler study was funded by the city and the new flues removed and scrapped. Addressable boiler problems were found in the study and extensive was work done to correct the problems.

Why now is a new boiler required? Seems over the last 15 plus years of #4s' restoration any unfixable problems should have been addressed.

Begging for free locos and cars at this time is inappropriate.
