Well, thats a good question I can't reasonably answer as I was not with the museum at the time when the first inspection was done. I agree that does not make sense. But as more people with steam experience come on board. the project becomes a bit of more "enlightened". Now with the decision to meet the FRA regulations, the rules have changed. Unfortunately not for the better. All this means is that we have to find more creative ways to accomplish our goals.
