This may have gotten off the ground if there had been Zepplins (like the Germans had prior to WWII) with hooks where the passenger plan could "land" on a hanger and a water hose dropped to it to refill the plane's water tank.
Just think of all the airways covered with Zepplins in high density corridors such as Washing to New York City
