Notice the coil spring that tends to return the signal aspect to the "stop" position if the lever gets bumped from the "Clear" latched position....
A "fail-safe" characteristic akin to the counterweights on the blade-type semaphore train order signals that tends to default them to the "stop" position unless pulled and latched to "Clear" by the operator.
Thus a broken cable or other linkage could not result in a false "clear" indication of the signal.
