Better to just forget such a plan or build your own railroad and then you can do it the way you want.

Don't bug the management at the level you need to reach as they are flat-out working hard trying to find new traffic, and serving remaining customers.

What you might skillfully create might lead someone to attempt the same thing and not be as careful as you seem to be, and who might trespass or worst.

What you do might lead to someone else being killed in copying your photographs. I don’t think you want that on you conscience. Please scrub that plan. From someone who was from that industry.
