Most of the brake rigging will be about an inch or a little more above the rail, but I wouldn't count on it. A truck lever with a long lower end could be lower, as could a slightly bent bottom rod. Most dangling air hoses don't stay that way long, but could last long enough to damage a cam.

Once, when moving our Heisler on about 45# steam pressure, I high centered the gearbox on a crossing plank that was aboue an inch higher than the rail.
