Taylor, part of the problem is that not much information exists.
The best way to find out what engine it was built for would be to dig it up and check the fuel bunker. When standing facing into the fuel bunker the engines serial number (8-22C-47 for the Candelaria) would be heavily etched into the left leg of the tank. But, that's not an option.

Other than that I can say the tenders built for C&C #1, #2 & #3 look nearly identical to the ones on the Eureka, just longer wheel base & larger tank. Probably even the same trucks, except with Coil Springs instead of Full-Eliptical Leaf.
I have no difinitive dimentions for the tender.
