Might as well throw my opinion around. Provided the metal beams aren't damaged on Lobato trestle, have the C&T forces build panel track to lay in place on the trestle. Hopefully this should speed the restoration process.
Now for the second train: should the trestle be out of service for the rest of the season a second train should begin at Cumbres. This is more conducive to passenger boarding and car storage than Dalton. There would be a bus bridge to Cumbres. Also, parking could be made available.
There have been trains originating from Cumbres before. This would be a last resort move.
