In the Commonwealth of Pennsylvania, railroad crossings at grade are regulated by the Public Utility Commission. Anytime a road crosses tracks, the PUC is involved. Even if a railroad wants to abandon some or all tracks crossing a road, the PUC has to be involved in "the alteration or abolition" of the crossing. I know Mr. Kovalchick has taken issue with the PUC on this matter in other places; however, at the end of the day, the PUC generally prevails. That they have not pushed the issue at the Meadow Street crossing in Rockhill Furnace is simply an expression of its importance to the economy of the region and the EBT's unique historical situation.
Concerning the comment that Mr. Kovalchick may be waiting for the FRA to shut him down, he as much as said that to me two years ago. I was speaking with him, as I usually do when I see him, thanking him for all he and the family have done to keep the EBT going over the years. In a rather wistful manner, he said, "I expect the FRA will shut me down one of these days." It certainly would take the heat off him if that did happen.
On a more optimistic note, the station at Rockhill Furnace was repainted this summer, and ties have been replaced on the main track. There are fewer weeds than in past years, evidence of a weed spray program.
