If I get this right (your edited post below) Rotary OM with 486 & 480, X482 West, and # 115 (WB San Juan) w # 477 all are at Cumbres for a meet, arriving at Cumbres Westbound between 5:00 PM and 5:15PM. They all depart Cumbres in the following order: Rotary OM, #115 and then X482 but the #115 arrives in Chama at 7:45PM, followed by the Rotary at 7:50PM and 8:00PM for X482 where they all meet the EB San Juan # 116 which departs Chama 8:00PM after X482 clears the mainline. My question is how and where did #115 get in front of the Rotary into Chama since you stated that the dispatcher held #116 the East bound San Juan at Chama for the rotary to arrive (the #116 also waited for X482). If the snow drifts were as bad as described in the reports it would seem like the Rotary OM would need to plow all the way from Cumbres to Chama also since nothing had operated up the hill the previous day.
