That depends on the temperature of the river, and lack of snakes. In the Catskill Mountains at Phoeicia, NY, the Catskill Mountain RR does just that for 3 miles. They now use a very small locomotive, 2 flat cars and wooden caboose. One flat carries the tubs, the other the wet-backs, and caboose for extra riders. The CMt.RR started this service first with motor cars and large push-carts. Eventually the State requires better brakes as there were none on the push-carts. At Phoeicia, independent dealers rent the tubs but this could be done by the railroad to reap all the profits. You would have gangs of people driving in from 100 miles away.
