It is not solely the governor. The money is tied up in a political battle between the legislature, controlled by one party, and the governor, from a different party. The debate is about taxes, tax cuts and a budget surplus. The capital outlays throughout the state are a pawn in this game. It is not a battle over the money for the railroad. Notably, there has not been a large outcry from across the state about any of this spending not occurring.
