I'm 100% sure of the location being well north of the Piedra River bridge and the Rio Grande main. I saw both bridges and the ROW is very easy to spot in that area.
I think Brian may have the answer. If the bridge wasn't there in 1993 (and it clearly wasn't), then is it must be a new installation. But, it sure looks like a railroad bridge.
Someone else sent me a private email suggesting it may carry a natural gas pipeline. I didn't get close enough to look between the girders because the land appears to be private. So, it may well support a pipeline running across the river.
If this is the case, isn't the bridge design overkill?
