I think you're a bit turned around. This seems to be the bridge on the relocation *west* of Arboles. The old line crossed the river at Arboles then looped up the bluffs. The relocation swung north several miles then crossed the river above the flooded area and ran south along 151 until it rejoined the original.

The USGS Arboles quad (1954, Photo Revision 1970) shows the new line in purple as an old rr grade.
