There were a number of industrial operations with less than 36 inch gauge trackage. Several of the copper mining companies around Clifton and Morenci, Arizona used 20 inch gauge steam locomotives, and I believe there was also a copper company in Arizona with some 30 inch guage equipment. At least one sugar plantation operation on the Hawaiian islands was 30 inch gauge, and there was a logger in the east - West Virginia(?) who used Army surplus 60 cm gauge equipment sold off after World War I. The U.s. Army used 60 cm equipment to transport troops at Ft. Benning.
Cheers!
