I am not entirely certain of the date but NG locomotives with outside frames were being built in the UK in the 1870s. It was soon discovered that having outside frames allowed the locomotive to be larger. Many surviving locomotives survive from industrial 2 foot gauge lines including many of the "Quarry Hunsletts" saddle tanks that were built from 1883 until 1932. Both the oldest and youngest of these locomotives survive in working order.
