According to Hilton....
"Baldwin introduced the outside frame to narrow gauge practice with a 2'-6" 2-4-2 for the Antofagasta Railway of Chile in 1886....The Oahu Railway took delivery of five outside-frame Baldwin locomotives in 1897, beginning with an 0-6-0, `Kalihi`. The Crystal River Railroad of Colorado took delivery of the first domestic outside-frame 3'-0" gauge locomotives, a pair of 2-8-0s, in 1900. [These] ultimately became D&RGW 360 - 361."
