My Father worked for the D&RGW for 35 years. I grew up on the railroad and I remember him commenting that you "use what you got". When I purchased RGS 0400 in 1973, the inside was painted silver. I'm sure it's because that what the RGS had. I suppose it was left over from the geese. I'm sure if they had a bucket of pink paint, the caboose would have been pink inside.(hopefully not the geese). The bottom line is that there probably was a "guide" to follow, but these guys "used what they had".
