"The remainder locomotive was scrapped. "
:-(
"Besides, why ask for a kit when there's intact locos all about? ... with a lot of politics in the way."
Reason #5: A "new" engine could be built with the most expensive castings already on hand.
Reason #4: In constructing the "new" engine from the "kit" it could most all be built to code without having to worry about saving the historical parts that were destroyed in the explosion.
Reason #3: You could run it to generate revenue to restore the more "intact" and historical engines.
Reason #2: For every steamer scrapped, it one less steamer in the world.
Reason #1: It's scrapping at this point in history is a slap across the face of those who built it, for it is their blood, sweat and tears that's going under the torch not just a heap of metal.

How about scrapping all the non-operational engines on the C&TS so that they can concentrate on the ones running?

Please keep in mind that this is not a personal attack. It's just an attack on that particular statement you made. :-|
