I would be surprised if one of the USG diesels would not clear the tunnels on CATS if one of the White Pass Alco's would clear. These locomotives are more or less the same as the Alco's, they just have different trucks and modern supercabs.
These locomotives were built for the White Pass which stopped operations before they could be delivered. USG bought two, one of which was destroyed in a "derailment" as the D&RGW would say and then the third of the four made its way to the USG operation.
The fourth of the batch, 114, is in service on the White Pass.
The 101-110 Alco's would not be a good choice for the C&TS. The White Pass crews hated them and much prefered the 90 class locomotives. It seems the 101's were very hard on the track due to the way the trucks are mounted.

The Supercab's have different trucks and turn much better. The 114 is in work service and seems to do quite well in this job.
One of these locomotives should meet any demand or need for work service and rescue work that the C&TS could ever need. The White pass has 4% grades up the hill from Skagway with some serious curves, much like the hill to Cumbres.
The supercabs have Alco 251D prime movers with GGTA19PB1 type generators. These locomotives weigh 216 metric tons and develop 43,200 lbs. of continuous tractive effort, 64,200 lbs. of starting tractive effort, and 1200 horsepower.
If the USG phased the railroad out, I would be surprised if the White Pass didn't try to get at least one of the supercabs. They bought back all of the Alco's they sold to South America and restored them to service.
