In the case of the Commission or the CTSMC, the appropriate vehicle would probably be a preseason press release, for the purpose of trying to get some free mention in the press. That would probably provide very limited information of the type I'm mentioning, but at least it would be an attempt to engage with their public. Some folks have even mentioned the concept of a "press kit" with pictures, etc. Yes they should take time to do that.
With regard to the Friends, they have a "news" section on their website that would be a perfect venue. And yes in my way of thinking posting good insightful information about the state of the railroad would be a useful membership service, since their membership probably would be interested. So yes they should take the time.
The other piece of the puzzle is posting here by people involved with the railroads. We occasionally hear from people who are associated with the Loop and with the San Luis and Rio Grande. We used to hear from folks involved with the C&TS. On a purely personal and voluntary basis. I did it when I was involved with RGRPC, Carlos did it, Earl did it, as well as a bunch of others. Posters like that for the C&TS don't seem to exist anymore.
You can argue about the pros and cons of internet communication. But the internet has fundamentally changed a lot of people's expectations about information availability.
