That is actually the very tender in the picture, it was then behind #490.
497 received 490's tender and 498 received 494's tender in the 60's after they overturned near Cumbres and damaged both tenders.
Richard's photo above had to have been taken in the 50's, as #464 was still in service.
490's tender is distictivly different because of the verticle extension on the coal bunker, which is clearly evident in your photo. As I mentioned yesterday, on my screen it appears that that extension is there in Richard's picture.
