Boiler Pressure

I have always been curious as to why the boiler pressure of some locomotives was lower than others.
I can understand lowering the boiler pressure as the boiler ages, but would like to know why.
Why does a locomotive like a N&W 2-8-8-2 have a 315 lb. boiler pressure limit and a "modern" narrow gauge 2-8-2 have a limit of 200 lbs.
Why do smaller boilers have lower limits?
