Your picture is the connector track between the upper and lower loop and it is indeed somewhat steep. The area of the loop itself has been given fresh ballast in the vicinity of Lava Tank. Here is a link to a picture of the Fall Madness freight rounding the loop with the fresh ballast clearly seen:
