If you want to look outside Colorado, how about the SP NG museum in Laws? There is one steamer there and one in Independence. You could also return one of the surviving Death Valley RR engines to the area. And maybe the SP "Little Giant" is still out there. The Laws museum has cars and facilities. Add some restored ROW and you'd have a nice little historic operation there.
