Assuming your original direction of travel was West and assuming your two locomotives are two diesels, back-to-back -

20 Moves:

1-Pull entire train west of W.wye switch
2-Back train into wye and cut off cars 9-12
3-Pull train west of W.wye switch
4-Back to clear E.wye switch
5-Go in wye and hook to dropped cars 9-12
6-Back to clear E.wye switch
7-Go West to clear W.wye switch and cut off 9-12
8-Back train into wye and cut off cars 5-8
9-Pull train west of W.wye switch
10-Back to clear E.wye switch
11-Go in wye and hook to dropped cars 5-8
12-Back to clear E.wye switch
13-Go West to clear W.wye switch and attach to 9-12 - drop 5-12
14-Back train into wye and cut off cars 1-4
15-Pull engines west of W.wye switch
16-Back to clear E.wye switch
17-Go in wye and hook to dropped cars 1-4
18-Back to clear E.wye switch
19-Go West to clear W.wye switch and hook 1-4 to 5-12
20-Switch ends on power and Spot the train for tomorrow

Lot of walking between 7 & 8 and 13 & 14 but otherwise the conductor rides from point to point, dropping off to line the switches and cut off or hook up the cars. Got a union electrician to hook up the HEP? Or a union car man to hook up the steam lines? Or do we worry about such stuff? spinning smiley sticking its tongue out

Now the NMRA switching contest gurus would probably want to add an extra move for each switch alignment on the wye tail but I don't figure those as a separate move. If the conductor is good he can drop the four cars on the tail, have the cut move out across the switch easy and align it for the other side before hopping on the rear which will cut out a stop-and-line on the other side of the wye.

Still going to be real tight on that hog law!
